21. Chapter 77, Schedule VI. Restricted Parking, Downtown Area, 2:30 am to 5:30 am, Exemption.

    (1) An exemption parking permit may be requested for any individual residing in the Restricted Parking from 2:30 AM to 5:30 AM area without private parking or public parking access immediately adjoining or directly across an alley or street.  

    (2) The exemption will allow for parking from 2:30 AM to 5:30 AM on 1^st Street, 2^nd Street, 1^st Avenue, and 2^nd Avenue.  

    (3) Proof of residence is required to be issued a permit by the City Clerk.  

    (4) The permit must be properly displayed on the bottom corner of the rear driver side windshield.  

    (5) The exemption is not valid when the snow ordinance is in effect or the road is closed.
