Between April and May 2024, the Marshalltown Police Department took multiple reports of identity theft and credit card fraud with many purchases being made locally. This allowed the Marshalltown Police Department to quickly investigate these crimes, securing valuable evidence to help link many of these cases together. It was believed that credit card skimming devices were being utilized to obtain credit card information of the victims.
On May 15, 2024, Officers with the Marshalltown Police Department executed a search warrant in the 500 block East State Street. The search warrant yielded evidence of a credit card skimming operation. Two arrests were made as a result of this investigation.
1. Yirandy Abreu-Arrone, 41 years old of Marshalltown, was arrested and charged with:
- Illegal use of a Scanning Device of Encoding Machine (Class D Felony)
- Two counts of Credit Card Fraud (Aggravated Misdemeanor)
- Two counts of Identity Theft (Aggravated Misdemeanor)
- Two counts of Theft in the 5th Degree (Simple Misdemeanor)

2. David Reinaldo Lopez Rios, 31 years old of Marshalltown, was arrested and charged with:
- Illegal use of a Scanning Device of Encoding Machine (Class D Felony)
- Two counts of Credit Card Fraud (Aggravated Misdemeanor)
- Three counts of Identity Theft (Aggravated Misdemeanor)
- Three counts of Theft in the 5th Degree (Simple Misdemeanor)

This investigation is ongoing and the Marshalltown Police Department is aware there are other victims who have not yet come forward. If you have experienced fraudulent credit card charges on your account, please contact the Marshalltown Police Department at 641-754-5725. We are encouraging all possible victims, whether or not your financial institution reimbursed the funds to you, to come forward
