FINAL PUBLIC NOTICE
The City of Marshalltown (Marshall County) has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through Iowa’s Homeland Security and Emergency Management Division (IHSEMD) as a sub-recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements, and conditions.

Project Title: 165052 - Well 15 Power Line Improved Project, PA-07-4557-IA-PW-00751
Location of Proposed Work: Site 1: Well 15 Power Line (42.06749, -92.93086), (42.06355, -92.93681)
Special Flood Hazard Area Zone: This project will perform work in the Regulatory Floodway, otherwise known as the area of 1% annual chance of flooding, per Marshall County FIRM Panel 19127C0160C, dated 11/16/2011.
Proposed Work and Purpose: The City of Marshalltown proposes to use FEMA Public Assistance Grant funds to pay for the completed removal and disposal of 15 power poles and cross arms, four conductors, and electric distribution wires, as well as the replacement with 3,000’ of the underground power distribution system including sectionalization cabinets that intrude on the Regulatory Floodway. This work was conducted to serve the necessary infrastructure of the city’s water distribution system. All work is completed.
Project Alternatives: Alternative #1 (No Action): The no-action alternative would not be appropriate because the work that was completed helps prevent future damages from flood events by removing portions of the utility system from the floodway.
Alternative #2 (Alternative Location): The alternate location alternative would not be appropriate because the City of Marshalltown has already completed the construction and installation of these facilities.
