Urban Renewal Areas

The City of Marshalltown has multiple active urban renewal areas, which have been created for the purposes of slum and blight remediation, economic development, and housing.  Urban renewal areas and corresponding plans are necessary to access one of the City's economic development tools, which is tax increment financing (TIF).  

Each year, the City is required to file an annual Urban Renewal Report with the State of Iowa.  The report for the fiscal year ending June 30, 2022, can be accessed here.

Below is information on the urban renewal areas including the most recently adopted plans.

Area No. 2 - East Side Industrial

Urban Renewal Area 2 was started in 1993 under the classification of both a blighted area and an economic development area. It is designated as both an economic development area appropriate for the promotion of commercial and industrial development as well as an area in which blighted conditions exist. This area encompasses a large portion of the east side of Marshalltown.

The Urban Renewal Plan has been amended 5 times since it was adopted, with the most recent occurring in 2018 to provide for possible projects for which tax increment financing could be used.  The plan document can be accessed here.

Area No. 3 – South Side Commercial

Urban Renewal Area 3 covers a large area of commercial property along South Center Street and Iowa Avenue. The area was first designated an urban renewal area in 1996. It is designated as both an economic development area appropriate for the promotion of commercial and industrial development as well as an area in which blighted conditions exist. 

The Urban Renewal Plan has been amended 8 times since it was adopted, with a larger plan amendment occurring in 2018, when property was added to the area.  A copy of the current Urban Renewal Plan- Amendment 8, which added a project and additional land, is available by clicking here.

Area No. 4 – Downtown

Urban Renewal Area 4 covers an area that is commonly considered downtown Marshalltown.  The area was first designated an urban renewal area in 1998.  It is designated as both an economic development area appropriate for the promotion of commercial development as well as an area in which blighted conditions exist. 

The Urban Renewal Plan has been amended three times since it was adopted, with the most recent occurring in 2022, when certain improvement projects were specified in the plan. The plan document can be accessed here.

Area No. 5 – Wandering Creek

Urban Renewal Area 5 is the City's first residential urban renewal area.  This plan details a residential building project which allows the City can provide a rebate for infrastructure costs for the development.  This is very different from other urban renewal areas in that it does not support blight remediation or commercial or industrial development.  The plan document can be accessed here.

Area No. 6 – Glenwood Park

Urban Renewal Area 6 is a residential urban renewal area, covering a large area located in southwest Marshalltown off of West Merle Hibbs Boulevard. This area was adopted by the City Council in April 2021 and will help to reimburse developers or the City for infrastructure installed for the creation of residential lots. Area No. 7 - Highway 14 Corridor

Urban Renewal Area 7 is a commercial and industrial development area for the Highway 14 Corridor. This area was adopted by the City Council in September 2022. The plan document can be accessed here.
