Both the Mayor and council members are elected by registered voters within the city for four year terms on a rotating basis. Four council members represent wards. Three council members serve at large. Click here for Mayor and Council contact list.

2021 City Election

The 2021 City/School Election will be held on Tuesday, November 2, 2021.  The City of Marshalltown has open positions for Mayor, 1st Ward Councilor, 3rd Ward Councilor, and 2 – At Large Councilors.   Interested candidates must file completed paperwork with the City Clerk at 24 North Center Street by Thursday, September 16, 2021, at 5 pm.

Candidates must complete an Affidavit of Candidacy and Nomination Petition.  There is a minimum number of 25 signatures from signers residing within the ward you are running for or within the city limits for Mayor or At Large.   Nomination papers are available in the vestibule at City Hall, 24 N Center Street, the Marshall County Auditor’s Office, 2nd Floor of Great Western Bank, 11 North 1st Avenue, or online at the Secretary of State’s website: or City of Marshalltown’s website:

Voters can start requesting ballots to be mailed by using this link  The last day to request an absentee ballot to be mailed is Monday, October 18, 2021.  The last day for in-person absentee voting will be Monday, November 1, 2021, at 5 pm.  

Polls will be open Tuesday, November 2, 2021 from 7 am to 8 pm for voting.  Poll locations will be the same as the general election.

Strategic Plan

One of the biggest roles of the Mayor and City Council is to provide a vision for the future of the City.  To do this, the City's elected officials and management staff meeting annually for a strategic planning session to review the City's goals and objectives and to formulate actions to help achieve those goals and objectives in the coming years.

The 2021-2022 Strategic Plan was adopted in January 2021.  The activities and policies of the City of Marshalltown are directed at achieving the following goals:

  • Goal 1:  Expand and improve development in the community
  • Goal 2:  Enhance Marshalltown's public image
  • Goal 3:  Continually improve and sustain the City's organization and services
  • Goal 4:  Partner with citizens, for-profit, non-profit and other groups to improve quality of life
